Job Opportunity EMS Division Chief (EMS 1230) DEPARTMENT: Emergency Services JOB TYPE: Full-Time Regular THE POSITION An employee in this class, in conjunction with the Emergency Services Director, plans organizes and coordinates the activities of the emergency medical services for department as well as for all agencies providing emergency medical response in the county. Work involves assisting with budget preparation and administration, grant-writing and administration, training, and performing scheduled and unscheduled inspections of EMS providers in the County, acting as liaison with the County for other non-governmental medical service providers, and serves as the safety officer for the department. The employee has extensive public contacts, and the work requires a variety of technical and detailed knowledge, and considerable independent initiative and judgement. Work is subject to both inside and outside environmental conditions, extremes in temperatures, noise, vibrations, hazards associated with emergency medical work including exposures to fumes, odors, dusts, mists, gases, poor ventilation, and oils. Because of the nature of the work, the employee is exposed to human blood and is subject to the OSHA requirements on blood borne pathogens. Work is performed under general supervision by the Emergency Services Director and is evaluated through conferences, observations, and feedback from citizens and staff. EXAMPLES OF DUTIES Plans, organizes and directs the activities of emergency medical services department and staff; researches and develops new policies and procedures implemented into the EMS system; supervises call response and transport activities. Researches, recommends and obtains needed capital equipment and other supplies for the department; coordinates equipment being placed in service and ensures proper maintenance of equipment. Assists in the preparation of the department’s annual operating budget to include funding for agencies providing medical services in the County. Participates in departmental personnel matters including interviewing, hiring, scheduling, granting leave, disciplinary actions, etc. Provides liaison services between the department, the hospital and other public safety agencies both paid and volunteer. Investigates complaints pertaining to conduct or quality issues for departmental and County EMS personnel; responds to questions, and information about the services. Coordinates daily, monthly and quarterly peer review quality assessment for county-wide services. Performs scheduled and unscheduled site and equipment inspections for all County EMS services. Assures the maintenance and completion of records, reports, and other information required in this field. Ensures the maintenance of equipment including purchases of ambulances and other necessary equipment. Makes oral presentations to civic, community, church or other groups regarding emergency services and related safety topics. MINIMUM REQUIREMENTS Graduation from a four year college with a degree in emergency medical services or related field, and emergency services experience including a minimum of five years supervisory experience in an Emergency Medical Services organization; or an equivalent combination of education and experience. SUPPLEMENTAL INFORMATION Certification by the State of North Carolina Office of Emergency Medical Services as a Paramedic. Possession of a valid North Carolina driver's license. ANNUAL SALARY Minimum Salary: $64,553.00 Job Rate: $77,464.00 CLOSING DATE: 02/26/19 Successful completion of a drug screening and criminal background check will be required as a condition of employment. Certain designated safety-sensitive positions also require completion of post-offer pre-employment physicals.
